Sean joined the OBL Board in May 2026. He is an experienced lawyer and non‑executive director with deep expertise across financial services regulation and the public sector.

He joined the Financial Services Authority in 2004 and later served as General Counsel of the Financial Conduct Authority and a member of its Executive Committee from 2013 to 2021. During this time, he led the FCA’s legal and regulatory work through major developments, including the transfer of consumer credit regulation, preparations for the UK’s exit from the EU, and the response to Covid‑19.

Earlier in his career, Sean worked in the Government Legal Service, advising HM Treasury, the DTI and the MoD. He brings deep insight into regulatory governance and complex market oversight.

Claudio was appointed to the OBL board in March 2023 to strengthen the organisation as it continues to transition, bringing significant regulatory, competition and consumer policy expertise to the Board.

He is an independent consultant advising on policy and advocacy in regulated industries, with particular focus on consumer engagement and protection, inclusion and vulnerability, and on competition policy.

Prior to that, Claudio spent over a decade at telecommunications regulator Ofcom, as well as being part of the team at Cable and Wireless which successfully advocated for measures to tackle obstacles to competition in the telecomms sector.

The Rt. Hon John Glen MP

John was appointed to the OBL Board in February 2026 to help strengthen the organisation’s strategic leadership as the open banking industry prepares for the introduction of the long‑term regulatory framework.

He brings deep expertise in financial services policy and regulation, having served as Economic Secretary to the Treasury from 2018 to 2022. In this role, he oversaw the UK’s post‑Brexit financial services strategy, led work on regulatory reform, and managed the government’s relationships with the FCA and PRA to support innovation and global competitiveness.

John also serves as the Member of Parliament for Salisbury, bringing deep public policy experience and insight into how government, regulators and industry can work together to drive real impact for the UK economy.

Jeremy was appointed to the OBL Board as its first iNED in October 2021 to help strengthen the governance of the organisation.

An experienced business leader with a portfolio of roles in the public, private and not-for-profit sectors, he has helped CEOs and Boards in a wide range of organisations deliver tangible results and empower their people.

Jeremy spent more than 30 years at accountancy firm BDO LLP, moving from Trainee to Global CEO. He was previously Chair of the Audit Commission, and is currently a Panel Member at the Competition and Markets Authority.
